The ABS Tag & Title Leadership Team is responsible for the strategic direction and day-to-day activities of the company. Covering all aspects of the company’s fleet licensing and title registration management operations, the team works closely to ensure that ABS Tag & Title meets not only the demands of its customers, but also provides a positive, innovative and exciting working environment for all employees.
Sherry Shields

"Over 35 years ago my husband and I started ABS with out-of-stock vehicle locating. With a client's request for tags to be obtained for the vehicles we located, so began our company providing title and registration services. We have seen the business grow and develop into a company with almost 200 employees currently with multiple service offerings. I take my role seriously as Chairman of the Board to make the best decisions for our company and our employees and base my decisions on our core values. However, my greatest title is Mimi to my wonderful 8 grandchildren whom Bruce and I enjoy spending as much time as possible with. As majority owner of ABS, I believe in the power of women-owned and women-operated businesses to uplift and empower other women."
Bruce Shields
Founder & President
After serving our country in the Air Force, Bruce worked as a salesperson at a car dealership in Ohio and was quickly promoted to create a fleet department and set up truck deliveries. This early experience in the transportation industry led to the creation of ABS with his wife Sherry in 1989 as an out-of-stock vehicle-locating company when a client’s request for tags to be obtained for the vehicles located began ABS’s nationwide title and registration services. ATC, created in 2001, was born out of the need for qualified and vetted drivers to move vehicles and equipment for customers nationwide. The businesses have grown into sister companies with 200+ employees and multiple service offerings. Bruce and Sherry believe very strongly in running both companies with the Christian values that are so important in their lives, honesty and integrity being at the core of everything they do. They plan to create a legacy for future generations and that ABS/ATC will always be family-owned. In their spare time, they enjoy spending time with family and church friends, traveling, supporting local and international missions, and spending time with their 8 grandchildren.
Jessica Bentley
Chief Operating Officer
Jessica Bentley is our Chief Operating Officer of ABS and ATC. Jessica started with ABS in 2000 when there were only 7 other employees. She began as a title and registration processor and worked her way up. She served as Vice President of Operations for 6 years at ABS, then in 2023, her role expanded to COO of both ABS and ATC, overseeing 200+ employees. Faith, Family, and Friends are essential to her; if she’s not working, you’ll find her at the beach.
Ted Edens
Chief Financial Officer
Ted Edens is the CFO of ABS/ATC and serves on its board of directors. Before being named CFO in 2017, Ted managed ABS/ATC’s accounting department and was responsible for day-to-day accounting functions while the department staff grew from 5 to 27 employees. Before joining ABS/ATC, Ted had 15 years of experience in various industries, including home healthcare, manufacturing, banking, and software implementation and support. Ted earned an MBA and a Bachelor of Business Administration in Accounting from Lincoln Memorial University and is an actively licensed CPA. When out of the office, Ted enjoys spending time with family, traveling, and home improvement projects.
Paige Watts
Director of Operations
Paige Watts has been a dedicated member of our team for the past 10 years. Paige started as a title & registration processor, where she gained expertise and displayed versatility by working on a variety of customer accounts. She then ran our Internal Services & Support department focusing on process improvement, data management and collaborating with our IT Development team to create an enhanced customer experience. Today, she proudly serves as the Director of Operations, overseeing the smooth functioning of our operations. Outside of the office, she enjoys spending quality time with her family outdoors, while they enjoy the beauty of nature.
